The IBPA Office received the following letter from the Library of Congress CIP Office on September 16, 2015. It contains information about two important changes to the Cataloging-In-Publication Program starting October 1, 2015.

Dear Participating CIP Publisher,

The Library of Congress is pleased to announce two changes to the Cataloging-In-Publication Program beginning October 1, 2015. The CIP Program will now feature a streamlined application for print and e-book CIP data. Additionally, a new version of the CIP Data Block will combine both these metadata elements in a new accessible format.

The new combined CIP application will allow for metadata to be requested and generated using a single application for both print and electronic material. The new combined application eliminates the old separate Application to Participate in E-books Program entirely. By creating a more efficient application process, the CIP Program is making the receipt of CIP data even easier while also preparing to receive ever increasing amounts of digital content. When submitting your CIP applications, simply check the box indicating that you would like to receive e-book metadata and provide any simultaneously-published e-book ISBN’s to receive both print and e-book data in the form of the new combined CIP Data Block.

The new CIP Data Block has been in development for over a year and a half, involving not just Library of Congress staff but also experts from the school, public and academic library communities. There are numerous changes to the data block layout including the use of labels to clearly identify the different components within the block, the addition of Resource Description and Access (RDA) and electronic resource data elements, and a URL that links directly to the LC catalog for easy retrieval of bibliographic records. These new data elements allow the revised CIP Data Block to seamlessly accommodate both print and electronic metadata in a single entry. The revisions to the CIP data block, as it will appear in books, will not impact MARC records created by the Library of Congress, and the Library’s MARC record distribution process will remain unchanged.
